Organisational design is about the structure and accountability mechanisms that enable leaders and teams to achieve their goals. It is about effectively matching accountability with authority and getting the span of control and delegations right. These things have a profound impact on culture and values and send strong signals about trust and governance. Poor business disciplines and lack of trust leads to bureaucracy. Bureaucracy favours centralised control. It rejects the principle that those accountable for a result should have the delegated authority for the resources to deliver that result.
